As an international human rights lawyer, Andra specializes in torture prevention, with experience in civil and political rights, criminal justice, law enforcement practices, and transitional justice. Her legal, policy, and advocacy work features an extensive focus on gender-based violence, children’s rights, sexual and reproductive rights, human rights and health, and non-discrimination. She has conducted or participated in dozens of fact-finding, documentation, training, and advocacy missions around the world.

From 2017 to 2021, Andra was a Senior Legal and Policy Advisor with the Association for the Prevention of Torture in Geneva. In 2018, in her capacity as an independent legal expert, she was selected to serve as a member on the Drafting Group developing the Méndez Principles (the 2021 International Principles on Effective Interviewing for Investigations and Information Gathering), and as a contributor on the International Legal Standards Working Group for the Istanbul Protocol (the Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment) revision process.

Since 2021, Andra has pursued diverse projects as an independent human rights consultant, including for the International Commission of Jurists, the Organization for Security and Cooperation in Europe, the Global Alliance of National Human Rights Institutions, and the Center for International Law and Justice. She is also currently the UN Representative for the GQUAL Campaign.
